Innovation Roofing Construction

31. The Minority   Leader asked the Secretary of the Division of Infrastructure, Quarries and Urban Development the following question:

“As it relates to the award of the contract to Innovative   Roofing and Construction Company Limited, can the Secretary explain the   justification for awarding a contract of that nature to such an inexperienced company given that it involves work in an eco-sensitive area of Tobago?”

Thank you, Madam   Presiding Officer.

Madam Presiding Officer, a lot of us have been in the public in Tobago mis-stating the name of the company. The name of the company is, ‘Innovative Roofing and Construction Solutions Limited’ - The Company is duly registered under the laws of Trinidad and Tobago for design, finance and construction of roadways that is much needed in Tobago, as it relates to inexperience and unexperienced.

2.20 P.M.

This is an academic question and I think we in Tobago   probably need to understand, so I am going to try to explain. There is always   in the industry, the belief that in the system left to us by the Colonials   and by the Imperialists in Trinidad, you must have a certain amount of   experience to expedite a certain amount of work. I want to tell my good   friend from Whim, that companies do not build things. Teams of people do. I   want to repeat that: companies do not build things; teams of people do.

     If we were to take away all the managers from British   Petroleum (BP) and place them into another company registered yesterday,   would BP be able to build anything? I suspect the answer will be, no. The   people of Tobago on December 6th 2021, decided that a team of   people arranged in a company that was probably four or five years old, was   better placed to build Tobago than a company that was sixty-six years (66)   old. [Desk thumping] As it relates to eco-sensitive areas, I need   clarification of what that means - that the area where the road is intended   to go, is eco-sensitive. If the Member can help me define that   eco-sensitivity, then I will be able to answer him.

Madam Presiding Officer, can the Secretary indicate whether he is aware that this company received a letter of award before they   submitted their proposal?

Can the Secretary confirm whether he is concerned as to a company receiving a letter of award before they have submitted a proposal?

I think I was very clear. All I am asking is whether he as the Secretary, whether he as the person responsible for spending Tobago’s scarce taxpayers’ money, is concerned that a contract for fifty-four million   dollars ($54,000,000.00) was awarded to a company - a letter of award even before that company would have submitted a letter of proposal?

Madam Presiding Officer, it has not been established in this House or anywhere else, that a letter of award was issued before a tender, so I cannot answer.
