Clarification of Position of the THA in Relation to the State of Trinidad And Tobago

ASSEMBLYMAN WATSON DUKE (Roxborough/Argyle) asked the Chief Secretary and Secretary in the Division of Finance, Trade and the Economy, the following question:

“The EMA Act of Trinidad and Tobago in Section 3 states that, “This  Act binds the State”. Can you clarify if the Tobago House of Assembly  and/or the island of Tobago is part of the State “Trinidad and Tobago”  and therefore, is mandated to abide by the legal requirements of this  Act?”

There is no need to read the question Assemblyman Duke.

Thank you, Madam Presiding Officer. The answer to the question is ‘Yes’; and the follow-up will be: given that the environment is a Fifth Schedule item, all elements of the Act are to be executed by the Tobago House of Assembly.
